On juvenile justice, the Foundation says the federal Juvenile Justice and Delinquency Prevention Act should be reauthorized with enhanced provisions to reduce racial disparities, strengthen core protections against confining status offenders and mingling juveniles with adult offenders.&lt;/p&gt;
